7-4-1:  ICE AND SNOW REMOVAL:

            It shall be the duty of every occupant or owner of the premises within the city to remove all ice and snow from the sidewalk abutting said premises as soon after same has accumulated as can reasonably be removed, and in case of failure of the occupant or owner, or either of them, to remove such ice and snow as soon as it can reasonably be removed, the Mayor of the city may hire the same to be removed at the expense of the city and the costs so incurred by the city for removing such ice and snow shall be charged to the owner of the abutting property and shall be certified by the City Finance Officer as a special assessment levied and taxed against the lot or parcel on which the sidewalk abuts, and the special assessment shall be collected by the County Treasurer as other assessments and taxes made by the city for the benefit of the city provided that the mayor shall not hire anyone to remove such ice or snow from the sidewalk without first giving notice at least three hours beforehand to the occupant or owner of the premises (if it is occupied or if the owner resides in the city) of his intention to hire said ice and snow removed from said sidewalk.

3-2-1: PERMIT TO MOVE BUILDING:

            Any person desiring to raze or move any building or structure across, along or upon any alley, public ground, sidewalk or street within the City limits shall apply to and obtain from the Building Inspector a permit for a fee of $25.00 to move such building or structure across, along or upon such alley, public ground, sidewalk or street.

            The applicant shall also file with the Finance Officer a deposit in the sum of $500.00 cash or a sufficient bond conditioned so that the applicant will indemnify the city and any public utility for any damage done to any alley, property, public ground, sidewalk or street.

 

    Building Permits
City Ordinance 2-14-2 states a building permit is required to alter, construct or repair any building, improvement or other structure, including blacktop or cement work for a driveway, patio, or sidewalk which has a cost or value in excess of $100.00.  The $15.00 permit may be obtained from the city finance officer and the applicant must provide an estimated cost of the construction, together with such other information, plans and specifications as requested by the city building inspector.  The fee for the permit will also include 2 cent per square foot for any building improvement or structure.  However, no permit is required for shingling, siding or painting any building or structure.

      Animal Licenses       
City Ordinance 4-1-8 provides that ALL cats and dogs must be licensed each year.  The license fee is $5.00 per cat or dog and $10.00 for any unspayed female cat or dog over the age of one.  Every cat and dog must be vaccinated for rabies.  A description of each cat or dog must be provided to the city finance officer, plus the name and street address of the owner.  If any cat of dog is captured while running at large and is not licensed, then the license fee must be paid, together with any fine and costs incurred.  The annual license fee must be paid and the tag displayed on the cat or dog not later than the 31st day of January each year.

    RIDING BICYCLES ON SIDEWALKS
    It shall be unlawful for any person or persons to ride any bicycle upon any of the sidewalks on Third Avenue unless such person is physically handicapped as determined by a licensed physician.

Parking        
    Ordinance #413 states that it shall be unlawful for any person to park overnight at ANY time on Third Avenue, and any person so parking a vehicle thereon shall be deemed guilty of a misdemeanor and shall be fined accordingly. 
    Chapter 8-1-5G of the City Ordinance states that no motor vehicle shall be parked on any alley, avenue, public parking lot, street or on municipal property for a period longer than twenty-four (24) hours at one location, nor shall any unlicensed motor vehicle or junked cars be parked on private property in the open for a period longer than seven (7) days at one location.
    Chapter 8-1-5H of the City Ordinance states that any vehicle parked in violation of an ordinance may be removed at the direction of a public law enforcement officer and placed in public storage, and the owner thereof shall pay the charges for towing and storage of said vehicle together with any fine and penalty which may be imposed for such violation.
